In May 2021, the institutions of the European Union unfolded the Conference on the Future of Europe. The Conference on the Future of Europe is an extensive process of citizen participation across the European Union. This initiative allows European citizens to give their opinion on the future of the European Union.

ALDA together with the European Movement – Alsace, the Young Europeans – Strasbourg, and the Centre Europe Direct Strasbourg are convening a Citizens’ Convention on Europe composed of 100 citizens of the Strasbourg Eurometropolis. Participants will be selected by lot. This initiative will enable citizens of the Strasbourg Eurometropolis to contribute to the democratic debate.

The Citizens’ Convention on Europe will take place on February 25th from 6 to 9 pm. CET, and February 26th from 10 am to 5 pm. CET. Also on March 18th from 6 to 9 pm. CET and March 19th from 10 am to 5 pm. CET.

Everyone who wants to participate in the Convention can complete this form. After completion of the form, you will be contacted by our partner in charge of selecting a representative panel of citizens of the Strasbourg Eurometropolis.

The Convention is also open to people with disabilities and people with limited linguistic fluency. Costs of participation will be reimbursed.


With much enthusiasm ALDA+ is organising, together with Hangar Teatri, a brand-new course training on: “European Project-cycle management”

Considering its competences and knowledge, gained throughout its 20 year experience, professional trainers from the Association will be in Trieste (Italy), to deliver the above-mentioned training on Friday 11 and Saturday 12 March 2022, from 09:00 to 17:00 and on Sunday 13 March 2022, from 09:00 to 13:00.

Participants, will tackle several and essential aspects when it comes to European project-cycle management, such as:

  • Identify European funding opportunities of interest
  • Draw up a logical and coherent project proposal
  • Draw up a successful budget
  • Manage a project financially and administratively
  • Understand what elements are needed to optimally coordinate an international partnership
  • Understand how to communicate with the actors involved in the project and how to effectively disseminate the activities carried out

ALDA+ expert trainers will be in Trieste to deliver a training on « EU project-cycle management »


Thanks to the Logical Framework Approach, participants will gain both theoretical and practical knowledge. This methodology will guide attendees on how to avoid most common mistakes related to project-cycle management – be they not knowing how to identify and respond to real problems and needs, or not respecting the logic that should guide each project.

About the DESIRE project

DEclaration of Schuman: Initiative for Revitalizing Europe (DESIRE) is a Europe for Citizens funded project. The project aims to raise people and especially youth’s awareness on the historical importance and the meaning of the Declaration of Schuman for the EU. The objective is to actively involve youth in approaching history in a proactive way. Through the co-creation of artistic tools, as videos, theater, games, audio narratives, partners will accompany groups of youth citizens in re-discovering history and in debating on EU values as intercultural dialogue, peace and solidarity. « Euroscepticism at the gates of Europe »: the international event organised within the “EUScepticOBS: analyzing Euroscepticism, informing citizens and encouraging debates” project. The latter, funded by the Europe for Citizens program, is aimed at fostering European citizenship, while imporoving the conditions for civic and democratic participation at Union level.

The conference will take place on March 5th at 10.00 AM (GMT+1) in Trieste. Overall, the event is divided into two sections:

  • Experts’ Roundtable
  • Citizens’ Workshop

The former will serve as a moment of sharing among experts on the key issue of Euroscepticism, whit insights from the Balkan region and the European Union; while the latter will provide the perfect occasion for participants to actively join the discussion, aiming at debating and providing recommendations.

Greece welcomed the fifth and last Capacity Building Workshop (CBW) on the 7th and 8th of February.  During the two day online event, participants listened enthusiastically to the Greek approach to safeguard the rights of mobile women, illustrated by Vasiliki Tsekoura, on behalf of CYCLISIS

The CBW focused on the inclusion of women in decision-making processes and on the co-creation of services and empowerment. Starting from the good practises and actions implemented in Greece, the BRIGHT partners had the chance to discuss and compare ideas on:

  • The project’s approach for the empowerment of female exploited in the agricultural sector and the formation of leadership, as ActionAid reminded us;
  • The useful tool of the collaboration pacts, as explained by LABSUS.

Participants were thrilled to find out the results of the BRIGHT project in the target countries and listen to the approaches used in Greece


BRIGHT’s stakeholders explained how they managed to create, alongside with the municipality of Schiavonea, a public service to orient women through administrative and bureaucratic services, while CYCLISIS (partner from Greece) focused on the role of the NGOs and municipalities to help women victims of illegal trafficking. The event was a practical and handy way to share ideas and ways on how to tackle problems these women had, and still have, to face, such as the initial reluctance of the local community to integrate them or the possibility to work while caring for their children.

Even though the Capacity Building Workshops came to an end, ALDA invites everyone to join the hybrid final conference of the BRIGHT project on the 23rd of February 2022 in Rome, Italy. 

During the event, institutions, stakeholders of the project and female workers will intervene and present the Manifesto of Women in Agriculture for access to European citizenship rights through 6 priorities for change. The conference will be organised around 3 thematic axes: 

  1. Mobile EU women agricultural workers: obstacles to participation and full enjoyment of European citizenship rights
  2. the role of public services to contrast the invisibility of women agricultural workers: the leadership, empowerment, and co-programming of services programme
  3. the European framework for EUMC rights: how to ensure the full participation of mobile European women citizens in the democratic life in the EU Member States.

There will be simultaneous translation Italian – English and vice versa for all the speakers.

Two months of interesting and challenging work were dedicated to the implementation of the project “Advocacy at the local level-Shirak”, within the framework of “Local Democracy School”. More specifically, in cooperation with Communities’ Finance Officers Association (CFOA), and in the form of sub-granting scheme, the “Local Democracy Agency Armenia” foundation implemented a series of meetings in several consolidated communities in the Shirak region with the participation of administrative leaders, council members, municipalities’ staff and active citizens.


Two months of interesting and challenging work were dedicated to the implementation of the project “Advocacy at the local level-Shirak”


Hence, four meetings were held in Artik, Ani, Ashotsk enlarged communities to face and discuss community issues, accordingly to the advanced proposed topics, while getting suggestions to solve problem. The latter have been presented to the local authorities for further consideration via advocacy.

The above-mentioned meetings were of great importance: in fact, simple discussions and conversations with the locals can help in understanding the reality from grass root perspective, reflecting communities’ needs and problems.

From a general perspective, the action is a part of larger project that implements similar actions throughout Armenia, both at the local and regional level.

Finally, the package of suggestions received from each region will be elaborated by the CFOA experts and sent to the Ministry of Territorial Administration and Infrastructure.

“School of Local Democracy” is established by Communities’ Finance Officers Association (CFOA); Eurasia foundation; Information systems Development and Training Centre in the frames of The Civic Engagement in Local Governance (CELoG) Program financed USAID.


It was 9 months ago when one of the most interesting and most relevant initiatives of the European Union has kicked off.  What could be called an unprecedented event, the Conference on the Future of Europe (CoFoE) is running, collecting thousands of precious inputs in the dedicated Platform.

To this day, more than 44.000 participants joined the platform, while more than 450.000 attended events (both online and offline). In addition, thanks to the sharing of around 14.000 ideas and 19.000 comments, European institutions will have the opportunity to gather key information on citizens’ wishes and hopes to better shape the future of the Union.

Structured in four main aspects, from the platform to decentralized events; and from the European citizens’ panels to the Conference plenaries, this initiative is now coming to a first end.From a general perspective, the whole process of the Conference on the Future of Europe, is slowly approaching its end.


In light of this, Sunday February 20th will be the closing day for the platform of the Conference of the Future of Europe


Thus, for example, on the 11th and 13th of February some 200 citizens gathered together for the Panel on EU in the world and migration. Specifically, hosted by the European Institute of Public Administration and Studio Europa in Maastricht (the Netherlands), citizens finalized their recommendation, by covering EU’s objectives in terms of humanitarian aid, cooperation, migration, security, defense and much more. 

Overall, besides the above-mentioned Panel, citizens gather in other 3 panels, tackling:

  • A stronger economy, social justice and jobs / Education, culture, youth and sport / Digital transformation”
  • “European democracy/Values and rights, rule of law, security” 
  • “Climate change, environment / Health”

In light of this, sunday February 20th will be the closing day for the platform of the Conference of the Future of Europe (CoFoE). With much enthusiasm, citizens as well as NGOs, Civil Society Organizations, regional and local authorities have joined the multilingual digital platform, by sharing ideas or uploading events.

Finally, throughout this year, from its launch in March 2021, ALDA has actively participated both within the Civil Society Convention on the Conference on the Future of Europe, and by spurring its members to actively join the platform, by organizing specific webinars for them. Moreover, considering the role of ALDA within the Steering Committee of the Civil Society Convention for the Conference on the Future of Europe, Ms. Valmorbida – ALDA Secretary General – will join the Conference Plenary, in presence, at the beginning of March 2022.

ALDA is very much glad of this opportunity, regarding at it as a useful tool and way to further encourage peoples’ participation within European life.

On 31 January and 1 February 2022, the SHERPA project organized the second edition of the Annual Conference. This online conference was the occasion to present the work done during the past year, especially the work undertaken by the 20 SHERPA Multi-Actor Platforms (MAPs). Indeed in 2021, the MAPs worked on three relevant topics: 

  • Alternative rural futures (foresight), 
  • Change in production and diversification of the rural economy, 
  • Climate change and environmental sustainability. 

These reflections had supported the implementation of the rural vision. Over 100 participants joined the virtual event to listen, exchange and share knowledge and experience with over 30 guest and keynote speakers as well as several Horizon 2020 projects which share their views and results.


This online conference was the occasion to present the work done, especially the 20 SHERPA Multi-Actor Platforms


On 2 February, the SHERPA project organized a training for the Facilitators and Monitors of the Multi-Actor Platforms. This online training was the occasion to gather in the morning the facilitators and the Monitors of the new MAPs. Then the afternoon session was dedicated to exchange and share best practices, advice between the new MAPs and already experienced MAPs. For this new year, the 40 MAPs will focused on and provide their views and inputs one of the 4 topics: 

  • Social dimension in rural areas
  • Digitalisation, smart ruralities, including rural-urban relations
  • Land-use management in the context of climate change
  • Entrepreneurship and social economy, just transition, including sustainable value chains

About the project SHERPA: 

Sustainable Hub to Engage into Rural Policies with Actors (SHERPA) is a four-year project (2019-2023) with 17 partners funded by the Horizon 2020 programme. It aims to gather knowledge that contributes to the formulation of recommendations for future policies relevant to EU rural areas, by creating a science-society-policy interface which provides a hub for knowledge and policy.

ALDA’s Middle East and Africa Department core team attended this week  [February 7-8 2022] in Marseille the Forum des Mondes Méditerranéens (Mediterranean Worlds Forum), organized by initiative of the French President to follow up the engagements of the Sommet des Deux Rives in 2019. The Forum was organized in coordination with the Délégation Interministérielle pour la Méditerranée, the Provence-Alpes-Côtes d’Azur Région, Marseille Municipality, the Union for the Mediterranean and with the presence of both the President and Executive Director of the Anna Lindh Foundation.

Our Middle East and Africa Department participated in the forum in a plurality of ways, reflecting the multifaceted engagement ALDA has in the region.

First of all, projects: ALDA team (Giulia Sostero, Apolline Bonfils and Abdelaziz Bouslah), together with Younes Aggoun, the Project Coordinator from CODATU, managed a stand in the Project Village to present the AUTREMENT project. This EU-funded project, led by the Municipality of Strasbourg in partnership with the Municipalities of Kairouan and Mahdia, ALDA, CODATU and CEREMA, aims to implement sustainable urban planning solutions through participatory processes to enhance active mobility in the two Tunisian cities. This decentralised cooperation project between France and Tunisia raised a great interest among the public, especially towards the organisation of the Forum Inter-régional sur les Mobilités Actives, which will take place in Sousse, Tunisia, in September 2022.

ALDA is also part of two key French networks for what concerns euro-Mediterranean relations. Together with Les Tetes de l’Art, ALDA co-leads the French Network of the Anna Lindh Foundation. In this framework, ALDA and Les Têtes de l’Art participated in the Forum to represent the French Network and promote its interest and activities with ALDA has also assisted to the workshop organised by Her Majesty Rim Ali, Princess of Jordan, who has recently been appointed President of the Foundation, on the topic of media coverage and communication around the phenomenon of migration.

Moreover, ALDA is an active member of Réseau Euromed France, in particular for what concerns the programme “Jeunesses Méditerranéennes” (Med Youth). Our colleague Abdelaziz Bouslah intervened in a workshop to present the programme and highlight the impact it has had on young activists from all over the Mediterranean. 

With around 4000 registered participants and 500 speakers, the Forum has been a great opportunity to connect, reconnect and share projects and ideas among the many organisations and institutions who were present during the event. With major investments from the French State and Ministry of Foreign Affairs, we all hope to construct sustainable ways to face the several issues affecting this area of the world and to see a concrete follow-up to the engagements taken in the Forum. ALDA, in her role as co-head of the French Network of the Anna Lindh Foundation, also seeks to stimulate better coordination between the many networks that are already active in the region, in order to join efforts towards common goals.


The works of Imereti Regional Hub are run by Local Democracy Agency Georgia (LDA Georgia) within the framework of the European Union (EU) and Konrad-Adenauer-Stiftung (KAS) funded project “Civil Society STAR initiative: CSOs as Sustainable, Transparent, Accountable and Resilient Development Actors in Georgia” (2021-2025). The project aims to strengthen civil society as an independent, sustainable, transparent, and accountable development actor across Georgia; while the Hub is targeted to support the sharing of information, experience and opportunities.

Specifically, it spreads information about the project activities in the region, communicates with the local actors via consultation, networking, advocacy and monitoring, strengthens local CSOs, CBOs, civil activists and increases public awareness on their role and works.


The aim of the Imereti Regional Hub is to support the sharing of information, experience and opportunities


Beyond supporting main activities under the “Civil Society STAR Initiative “, the Hub implements following activities:

  • LDA Georgia conducts trainings for CSOs / CBOs from Imereti region on the following topics: advocacy; fundraising; project writing; financial management of projects.
  • In the framework of the project will be held study visits of CSO’s / CBO’s representatives of Imereti region to successful civil society organizations in the regions of Western Georgia.
  • CSO’s and CBO’s representatives can get consultation on management issues of the organization in order to strengthen them, the information about the grant competitions announced in Imereti region.
  • The SMS platfrom was created to proactively provide information to CSO and CBO representatives in the region about various activities.
  • During the project formed several youth clubs to change the attitudes of young people / students towards civil society and community- based organizations; Each course of seminars continues for three months.
  • The public consultations will be provided at the regional level to discuss important issues at the regional level with the involvement of relevant actors.
  • The Meetings are held with the persons responsible for relations with the non-governmental organizations of the municipalities. The aim of the activity is to promote the role of civil society in public policy.
  • Imereti regional hub offers hotline service any interested persons who will be able to receive information remotely on a legal issue of interest to them/not only;
  • Newly established CSO and CBO organizations will be selected to support their development with whom the organization will work on refining its structure, developing internal management documents.
  • Regional Civil Society Forums will be held to increase the accountability of civil society and improve public attitudes. Connect with potential sponsors and funding seekers.
  • Imereti regional hub supports to strengthen youth club in Baghdati municipality. During the project will be created a model of mayor’s order, model of provision, will be held trainings and youth conferences, will be funded youth initiatives.

The project “Civil Society STAR initiative: CSOs as Sustainable, Transparent, Accountable and Resilient Development Actors in Georgia” (2021-2025).  is implemented by the Consortium led by the Konrad-Adenauer-Stiftung (KAS) and composed of the following CSOs: Center for Strategic Research and Development of Georgia (CSRDG), Civil Society Institute (CSI), Center for Training and Consultancy (CTC), Education Development and Employment Center (EDEC), and Institute for European Politics (IEP).

For several years now, ALDA has been one of the beneficiaries of the operating grant of the “Europe for Citizens” programme of the EACEA – Education, Audiovisual and Culture Executive Agency of the European Union.

Thus, we are thrilled to announce that, again this year, ALDA has been confirmed beneficiary of the operating grant of the Citizens, Equality, Rights and Values Programme (CERV) of the European Union!

The CERV stems from the fusion of the previous programmes “Europe for Citizens” and “Rights, Equality and Citizens Programme”, and aims to protect and promote rights and values as layed down in the EU Treaties and the Charter of Fundamental Rights in particular by supporting civil society organisations active at local, regional, national and transnational level.


This grant proves the effectiveness of ALDA’s actions for the promotion of democracy and citizens participation in Europe and beyond


More specifically, the operating grant just awarded is dedicated to networks, organisations or think tanks contributing to the implementation of programme objectives, including training and capacity building activities, conferences, mutual learning, cooperation, awareness-raising, communication and dissemination activities.

The whole ALDA is honoured to be again among the few beneficiaries, proving the effectiveness of ALDA’s actions for the promotion of democracy and citizens participation in Europe.

A great opportunity and an important responsibility: ALDA is ready to act more than ever as a driver of participation, democracy and European values, giving a strong input towards the achievement of the Sustainable Development Goals and the Agenda 2030.

The AVATAR project – Alto Vicentino Territorial Alliance for Networked Actions, which aims to spread digital literacy in a territory involving some 155,000 inhabitants, has concluded its third semester. During these months, the focus of activities has been on digital literacy to promote the use of public services such as SPID and PA portals, but also to show useful tools in everyday life.

In addition to numerous citizens, the growing participation saw the involvement of PA operators, freelancers and Third Sector organisations. For the latter, important digital tools and strategies were presented, such as:
– crowdfunding
– digital communication and
– cloud systems to manage their activities.


AVATAR project: spreading digital literacy in the Alto Vicentino territory


Thanks to numerous collaborations and the enlargement of the community of interest, AVATAR is constantly enriched with new contents such as the « App Wednesdays » that present useful applications for smartphones to citizens, or the cycle of webinars on digital hot topics such as fake news, infodemics, media literacy.

The year 2022 has already begun full of new collaborations to continue the digital learning process thanks to volunteers who will guide and assist citizens, to future sessions dedicated to change management to meet the challenges posed by digitalisation and with a full calendar of seminars, courses, webinars, meetings to transfer skills and accompany citizens, PA, schools and third sector in the digital transition already underway.

The research paper, aimed at analyzing the needs of communities and community workers in Europe, has been released by the PIECE project’s partners

The research is based on a survey spread out by every partner through their networks; as well as on 25 in-depth interviews. This last analysis brought something new compared to others: the international and cross-sectorial elements.

With this report, the partners tried to understand what are the current needs of community workers to improve their work and enhance the local community participation. Hence, this output highlights both common and different needs amongst European countries and regions, such as:

  • learning practical and educational tools to apply to their work;
  • gaining soft skills and ability to engage further their communities;
  • dealing with important issues (gender, racism, sustainability, etc.), or
  • knowing how to create a safe online community space.

This last research brought something: the international and cross-sectorial elements


Moreover, this theoretical work is a key step within the project. Furthermore, it will be the foundation for the next stages, mainly by raising some difficulties that would be addressed through the creation of training materials and an e-learning platform for the target group.

Finally, the overall objective of PIECE project is to up-skill and empower community workers. This will consequently allow beneficiaries to enhance social inclusion, skills and employability of the people they will train or involve in their activities.

After the first year of implementation, 2021 marked the launch, in all 13 countries of the project, of the debate contest: an educational activity that included – among others – familiarizing with climate change and migration related issues; developing analyses skills and the ability to synthesize data and information to take position and be critical.

More in depth, coordinated by ALDA in partnership with FINEP, participants, divided into two groups (students from high school and from universities) joined a training module session and the drafting of debate papers for all partners. ALDA implemented the activity in both France and Belgium. At the end, the national winning teams in each age group met in Brussels in November to dispute the Pan-European Debate Finals with the other national teams (see our previous article).

Furthermore, last November, ALDA in cooperation with the European Environmental Bureau welcomed the circus show MadgaClan in Brussels for the final dates of the Pan-European Street Action Tour. The tour was scheduled during the EU debate finals to allow students to participate in the activity.

Additionally, ALDA participated in the drafting of the campaign guide #ClimateOfChange. The output has been published on the website and used by all partners to promote the campaign at national level, while producing surveys and factsheets. Overall, the objective is to highlight the connection among migration, climate and the need to transform our economy and everyday lives. The campaign will last until the end of the project in 2023.

Finally, “End Climate Change, Start a Climate of Change” petition was launched, demanding policy changes that will safeguard a healthy and sustainable tomorrow. (Sign the petition!).

What will happen next year?

In 2022, the lead partner WeWorld will develop a 4-episode webseries on the topic of climate justice, aimed at promoting the campaign through online platform and across Europe.

In addition, this year focuses on research work to support an evidence-based narrative on the nexus between migration and climate. Specifically, it is intended to produce 4 case studies in Cambodia, Guatemala, Senegal and Kenya and to give voice to local communities most affected by climate change.

Meanwhile, some national and international events will enable the partners to introduce the public to the outputs and outcomes of the project, especially the results of case-studies and advocacy actions while promoting the petition.


Two more Capacity Building Workshops (CBW) to go before the Final Conference of BRIGHT project!

As the one taking place in mid November in Calabria, a southern region of Italy, Spain and Greece will host the fourth and fifth CBWs respectively. 

What is the idea behind these interactive meetings? From a general perspective, BRIGHT Capacity Building Workshops, five in total, are intended to enhance the capability of local institutions, as well as European countries, to rely on participatory governance systems – be they Collaboration Agreements – as far as enabling mobile women in decision-making processes.

As for the previous occasion, also these two CBS will see the participation of several stakeholders, discussing the broad topic of “mobile women’ inclusion” employed in the sector of agriculture in other similar areas of 3rd sectors (as cleaning and care services) sectors on how to address the need for new and innovative strategies to guarantee access to fair, adequate, and sensitive public services. The way to reach underrepresented groups is a joint effort of authorities, social services, trade unions, citizens, and employers in order to design innovative and inclusive welfare solutions.

Based on this, the BRIGHT project, not only is willing to overcome this gap, but also it has set 5 CBWs to produce and design concrete outputs to be shared at European level. Within this framework project’s partners will join the workshops, and invite people to join:

This new learning experience shows you how to create interactive online workshops and to avoid online fatigue; while finding out new tools helping you to facilitate online events in a holistic and interactive way. The training will take place online on 10, 15, 17, 22 & 24 February 3-5pm CET, and it will be in English. Special price for ALDA Members: only 150€ instead of 190€.

As part of the SMELT project, the Center for Democracy Foundation organized free workshops in order to strengthen the capacity and increase the knowledge of participants as far as their labor rights concern, while encouraging them to actively participate in the labor market.

With much enthusiasm, more than 30 participants took part in the workshops, joining the training, organised from 14 to 22 December 2021. Developed  through two modules, the workshops was held both on line and in presence (hybrid form), so that to allow participants to attend this training opportunity regardless of their location.

From a general perspective, the goal of the training was to increase the level of knowledge of participants on:

  • the structure of unemployment;
  • the labor market in the EU and Serbia:
  • areas where the percentage of workers is critical;
  • the position of vulnerable groups;
  • the importance of training, education, and skills of active job search and networking and
  • the role of social media in job search, participation in job interviews.

The above-mentioned topics were tackled and explained by lecturers and trainers, experts in the field of labor rights, trade union representatives and civil society organizations.

Finally, these series of meetings and training had a positive impact on participants, ad on the overall project!
