Hauts-de-France is a French local authority, freely exercising its prerogatives in addition to state action. Its field of expertise is diverse: economic development and regional planning, professional training, management of European funds, non-urban transport, among others.
Formerly the Nord-Pas-de-Calais Region, the territorial reform of the merger of the regions redefined its geography on January 1, 2016. The Region has approximately 6,000,000 inhabitants, which makes it the 4th most populous French region. The institution operates around a Regional Council chaired by a Regional President and composed of 170 elected regional councillors and an administration of 9,000 agents.
