The Media Dialogue project, implemented with the financial support of the European Union, is launching its third call for proposal, this time in light of the upcoming parliamentary elections in Kyrgyzstan, on October 4th, 2020.

This grants call is meant to support Kyrgyz media organisations in the creation of media outputs related to the parliamentary elections, and is addressed to private and no-profit media outlets and other media actors such as associations of journalists and editors, CSOs and production studios/companies officially registered in Kyrgyzstan. Applications by consortia of two or more eligible organisations are encouraged.

To be eligible under this call for proposals, interested organisations should send the completed application and budget forms in English, Russian or Kyrgyz language to cholponbolotbekova@epd.eu.

The deadline to submit project proposals is August 16th, 2020, at 23:59 (Bishkek time)

Media Dialogue is implemented by a consortium of five organisations: the European Partnership for Democracy (lead partner), ARTICLE 19, the Westminster Foundation for Democracy, the Media Policy Institute and Alda*. The project aims to strengthen the national media environment in Kyrgyzstan by engaging media outlets, decision-makers and civil society in a dialogue to identify the challenges faced by the media sphere which harness their potential in promoting media policy and reforms in the sector.

Remember the Student Talent Bank project? It took place from November 2017 to December 2019, and we would normally hardly have any more news on it now. Yet, July 15th, 2020 marked a moment of special pride as ALDA received an unexpected letter by the Erasmus+ Agency in France; one which officially gave the project the label of “Bonne Pratique”, good practice!

After a careful qualitative evaluation of the project’s final report and a verification of its financial management, in fact, the Agency carried out a conclusive, all-comprehensive evaluation on the basis of criteria defined by the European Commission to measure the relevance, general quality of implementation, impact and dissemination of the project results, and found them to be of high quality. Hence, the project was selected as an official example of good practice, and ALDA is now entitled to the use of the related “Bonne Pratique” logo to represent it!

This selection may give rise, in the future, to requests by the Agency as well as by the European Commission in terms of testimonies, interventions or publications, project collections and participation to prizes, within the framework of specific actions of promotion linked to the implementation and / or the results of other European Erasmus+ projects. In addition, this mention of distinction now appears on the Erasmus+ project results platform.

ALDA is of course more than proud of this recognition, and extremely grateful to the evaluators and to all project managers and partners who contributed to such exemplary results.

The Student Talent Bank project aimed to foster secondary school teachers’ professional development in order to better manage diversity and early school leaving, and to increase school engagement especially in areas characterised by high percentages of ethnic minorities and foreign-born students.

It focused on (1) strengthening the profile of school teachers by enhancing entrepreneurial education and learning with a participatory approach to training; and (2) tackling early school leaving, by using entrepreneurial education as a method to support teachers in increasing student engagement and enabling students to take the future in their hands. Project activities were implemented in Belgium, France, Greece, Netherlands, Romania, and Spain.

Félicitations, Student Talent Bank ! Une “Bonne Pratique” certifiée par Erasmus+ France

Vous vous souvenez du projet de banque de talents des étudiants (Student Talent Bank)? Il s’est déroulé de novembre 2017 à décembre 2019, et nous n’aurions normalement guère plus de nouvelles à ce sujet maintenant. Pourtant, le 15 juillet 2020 a marqué un moment de fierté particulière puisque l’ALDA a reçu une lettre inattendue de l’Agence Erasmus+ en France ; une lettre qui a officiellement donné au projet le label “Bonne Pratique” !

En effet, après une évaluation qualitative minutieuse du rapport final du projet et une vérification de sa gestion financière, l’Agence a procédé à une évaluation concluante et complète sur la base de critères définis par la Commission européenne pour mesurer la pertinence, la qualité générale de la mise en œuvre, l’impact et la diffusion des résultats du projet, et a constaté leur grande qualité. Le projet a donc été sélectionné comme exemple officiel de bonne pratique, et l’ALDA a maintenant le droit d’utiliser le logo “Bonne Pratique” pour le représenter !

Cette sélection pourra donner lieu, à l’avenir, à des demandes de l’Agence ainsi que de la Commission européenne en termes de témoignages, d’interventions ou de publications, de collectes de projets et de participation à des prix, dans le cadre d’actions spécifiques de promotion liées à la mise en œuvre et/ou aux résultats d’autres projets européens Erasmus+. En outre, cette mention de distinction figure désormais sur la plateforme de résultats des projets Erasmus+.

L’ALDA est bien sûr plus que fière de cette reconnaissance, et extrêmement reconnaissante aux évaluateurs et à tous les gestionnaires et partenaires de projets qui ont contribué à des résultats aussi exemplaires.

Le projet de banque de talents des étudiants visait à favoriser le développement professionnel des enseignants du secondaire afin de mieux gérer la diversité et le décrochage scolaire, et à accroître l’engagement des écoles, en particulier dans les zones caractérisées par un pourcentage élevé de minorités ethniques et d’étudiants nés à l’étranger.

Il s’est concentré sur (1) le renforcement du profil des enseignants en améliorant l’éducation et l’apprentissage entrepreneurial avec une approche participative de la formation ; et (2) la lutte contre le décrochage scolaire, en utilisant l’éducation entrepreneuriale comme méthode pour aider les enseignants à accroître l’engagement des élèves et leur permettre de prendre l’avenir en main. Les activités du projet ont été mises en œuvre en Belgique, en France, en Grèce, aux Pays-Bas, en Roumanie et en Espagne.

Congratulazioni, Student Talent Bank! Un certificato “Bonne Pratique” da Erasmus+ Francia

Vi ricordate del progetto Student Talent Bank? Ha avuto luogo da novembre 2017 a dicembre 2019 e, normalmente, non avremmo avuto più notizie al riguardo ora. Tuttavia, il 15 luglio 2020 ha segnato uno speciale momento di orgoglio, in quanto ALDA ha ricevuto una lettera inaspettata dall’Agenzia Erasmus+ Francia, la quale ha assegnato ufficialmente al progetto l’etichetta di “Bonne Pratique”, buona pratica!

Dopo un’attenta valutazione qualitativa del report finale del progetto e una verifica della sua gestione finanziaria, l’Agenzia ha effettuato una valutazione conclusiva e globale sulla base di criteri definiti dalla Commissione Europea per misurare la pertinenza, la qualità generale di attuazione, impatto e diffusione dei risultati del progetto e li ha trovati di alta qualità. Quindi, il progetto è stato selezionato come esempio ufficiale di buone pratiche e ALDA è ora autorizzata all’uso del relativo logo “Bonne Pratique” per rappresentarlo!

Questa selezione potrebbe dare origine, in futuro, a richieste dell’Agenzia e della Commissione Europea in termini di testimonianze, interventi o pubblicazioni, raccolte di progetti e partecipazioni a premi, nell’ambito di azioni specifiche di promozione legate all’attuazione e / o ai risultati di altri progetti europei Erasmus+. Inoltre, questa menzione di distinzione appare ora sulla piattaforma dei risultati del progetto Erasmus+.

Naturalmente ALDA è molto orgogliosa di questo riconoscimento ed è estremamente grata ai periti e a tutti i project manager e partner che hanno contribuito a risultati così esemplari.

Il progetto Student Talent Bank mirava a favorire lo sviluppo professionale degli insegnanti delle scuole secondarie al fine di gestire meglio la diversità e l’abbandono scolastico e aumentare l’impegno scolastico, specialmente nelle aree caratterizzate da elevate percentuali di minoranze etniche e studenti di origine straniera.

Si è concentrato sul (1) rafforzamento del profilo degli insegnanti scolastici, migliorando l’istruzione e l’apprendimento imprenditoriale con un approccio partecipativo alla formazione; e sull’ (2) affrontare l’abbandono scolastico precoce, utilizzando l’educazione imprenditoriale come metodo per supportare gli insegnanti nell’aumentare il coinvolgimento degli studenti e consentire loro di prendere il futuro nelle loro mani. Le attività del progetto sono state implementate in Belgio, Francia, Grecia, Paesi Bassi, Romania e Spagna.

Помните проект Student Talent Bank? Это происходило с ноября 2017 года по декабрь 2019 года, и сейчас у нас вряд ли будут какие-либо новости об этом. Тем не менее, 15 июля 2020 года ознаменовалось особой гордостью, поскольку ALDA получила неожиданное письмо от агентства Erasmus + во Франции того самого, которое официально дало проекту ярлык ”Bonne Pratique”, хорошая практика!

Деятельность проекта осуществлялась в Бельгии, Франции, Греции, Нидерландах, Румынии и Испании.

Čestitamo, Studentskoj banci talenata! Sertifikovani projekat „Bonne Pratique“ – Dobra praksa – od strane Erasmus+ Francuska

Sećate li se projekta Studentska banka talenata? Taj projekat se odvijao od novembra 2017. do decembra 2019. godine, pa o njemu uglavnom više nema vesti. Ipak, 15. jula 2020. obeležen je poseban trenutak kada je ALDA dobila neočekivano pismo od strane Erasmus+ agencije u Francuskoj; u kojem se zvanično projektu daje oznaka „Bonne Pratikue“, što u prevodu znači dobra praksa!

Nakon pažlјive kvalitativne procene završnog izveštaja projekta i provere njegovog finansijskog upravlјanja, agencija je, u stvari, sprovela konačnu, sveobuhvatnu procenu na osnovu kriterijuma koje je definisala Evropska komisija da bi izmerili relevantnost, opšti kvalitet primene, uticaja i širenja rezultata projekta i ustanovili da su oni visokog kvaliteta. Dakle, projekat je izabran kao zvaničan primer dobre prakse, a ALDA sada ima pravo da koristi odgovarajući logotip „Bonne Pratikue“!

Ovaj izbor može ubuduće izazvati zahteve agencije i Evropske komisije u smislu svedočenja, intervencija ili publikacija, kolekcije projekata i učešća u nagradama u okviru posebnih akcija promocije vezanih za sprovođenje i / ili rezultate drugih evropskih Erasmus+ projekata. Pored toga, ovo priznanje sada se pojavlјuje i na platformi rezultata Erasmus+ .

Projekat Studentska banka talenata imao je za cilј da podstiče profesionalni razvoj nastavnika u srednjim školama u cilјu bolјeg upravlјanja raznolikošću i ranim napuštanjem školovanja, kao i da poveća školski angažman, posebno u oblastima koje karakterišu visoki procenti etničkih manjina i učenika rođenih u stranim školama.

Fokusirao se na (1) jačanje profila školskih nastavnika pobolјšavanjem preduzetničkog obrazovanja i učenja sa participativnim pristupom obuci; i (2) rešavanju ranog napuštanja škole, korišćenjem preduzetničkog obrazovanja kao metode za podršku nastavnicima u povećanju učeničkog angažmana i omogućavanju učenicima da preuzmu budućnost u svoje ruke. Projektne aktivnosti su realizovane u Belgiji, Francuskoj, Grčkoj, Holandiji, Rumuniji i Španiji.

هل تتذكر مشروع بنك مواهب الطلبة؟ حتى وإن انتظمت هذه التظاهرة خلال الفترة نوفمبر 2017 إلى ديسمبر 2029, إلا أننا نكاد لا نحصل على مزيد من المعلومات حولها الآن. غير أن تاريخ 15 من شهر جويلية (تموز) 2019 يمثل فترة فخر خاصة بالنسبة لألد التي تلقت رسالة مفاجأة من وكالة إيرسمس+ في فرنسا: رسالة منح المشروع رسميا علامة الممارسةالجيدة.

على إثر عملية التقييم المعمقة للتقرير النهائي للمشروع ومراجعة طريقة التصرف في شؤونه المالية, تولت الوكالة القيام بتقييم إيجابي وشامل أنجز على أساس جملة من المقاييس تم ضبطها من قبل المفوضية الأوروبية لتقييم درجة الأهمية وتطبيق معايير الجودة العامة وتأثير نتائج المشروع وطريقة نشرها, خلصت الوكالة إلى الدرجة العالية من الشروط في تنفيذ كافة مكونات المشروع. وبالتالي, تماختيارالمشروعرسمياكمثاليجسدالممارسةالجيدةويمكنألدامناستغلالشعارالممارسةالجيدةذاتالصلة لتمثيلها في كافة المحافل.

June 2020 was an important month for two of the ALDA co-implemented projects within the LIFE Climate Action sub-programme: after one and a half years from the beginning of their implementation, LIFE Metro Adapt and LIFE BEWARE successfully completed (online!) their second annual monitoring visit, presenting their results and ongoing work respectively to Mrs Yael Meroz and Mr Paolo Rosa-Clot, representatives of NEEMO, the external monitoring team for the LIFE Programme. The technical and administrative representatives of each partner organization also attended the visit.

The LIFE Metro Adapt project led by the Metropolitan City of Milan (Italy), showcased the promotion of measures to support climate change adaptation in the area, as well as the increase in temperatures and concentration of heavy rainfalls that it is analyzing. More specifically, the project is supporting the implementation of Nature-Based Solutions (NBSs) such as green roofs, green walls, urban forests, alternative rainwater management systems and urban agriculture which represent one of the main strategies to mitigate flood risk and the “heat island” effect in urban areas.

In this respect, two feasibility studies were realized and a catalogue of 20 NBSs was produced to illustrate the sustainable solutions that can be implemented in urban and peri-urban areas. Like all other outputs of the project, these are collected in the Metro Adapt Platform for use by local administrations and citizens; while the project partners are also working to build a national and international network to encourage the project replicability and enhance bottom-up initiatives for citizens’ awareness on climate change issues. An apt example is the MetroTeatro initiative, a set of theatrical performances designed to explain the risks related to climate change and to communicate the need to foster urban adaptation to extreme climatic phenomena.

On the other hand, the LIFE BEWARE project monitoring visit – coordinated by its lead partner – the Santorso Municipality (Italy) – showed the achievements of the project, whose objective is to implement a strategy for adaptation to climate change and flood risk in urban and rural areas, encouraging citizens to adopt small-scale actions to collectively improve the safety and the hydraulic resilience of their territory. Based on the belief that the widespread use of small, sustainable, affordable hydraulic measures – the so-called Natural Water Retention Measures (NWRMs) – can generate more significant results than big infrastructural projects, 7 pilot NWRMs were developed in the Santorso and Marano Vicentino municipalities to foster the sustainable management of rainfalls in urban and agricultural areas.

In addition, the project is organizing several trainings for professionals as well as workshops, conferences, activities with local administrators, farmers and schools to improve collective knowledge on sustainable water management. Finally, to ensure the project continuity and boost its replicability, a wide network is being built through the creation of a European Community of Interest, currently already composed of 84 public, private and civil society entities united by an interest in the flood risk mitigation model proposed by LIFE BEWARE.

Life Metro Adapt – enhancing climate change adaptation strategies and measures in the metropolitan City of Milan, funded by the Programme for the Environment and Climate Action (LIFE), aims to foster the creation of a common well-structured governance related to climate change adaptation among the local authorities of the Metropolitan Area of Milan; and to produce tools for local authorities to implement locally-adapted and cost-effective climate change adaptation strategies.

LIFE BEWARE – Better Water Management for Advancing Resilient Communities in Europe, also funded by the LIFE Programme, focuses on the achievement of a global strategy for adaptation to climate change and flood risk in urban and rural areas, through the active involvement of the local communities of the Altovicentino area, in Italy.

Visites de contrôle bien réussies pour LIFE Metro Adapt et LIFE BEWARE !

Juin 2020 a été un mois important pour deux des projets mis en œuvre conjointement par l’ALDA dans le cadre du sous-programme LIFE Action pour le climat : après un an et demi à compter du début de leur mise en œuvre, LIFE Metro Adapt et LIFE BEWARE ont effectué avec succès (en ligne !) leur deuxième visite de contrôle annuelle, présentant respectivement leurs résultats et leurs travaux en cours à Mme Yael Meroz et M. Paolo Rosa-Clot, représentants de NEEMO, l’équipe de contrôle externe du programme LIFE. Les représentants techniques et administratifs de chaque organisation partenaire ont également participé à la visite.

Le projet LIFE Metro Adapt, mené par la ville métropolitaine de Milan (Italie), a mis en avant la promotion de mesures visant à soutenir l’adaptation au changement climatique dans la région, ainsi que l’augmentation des températures et la concentration des fortes précipitations qu’il analyse. Plus précisément, le projet soutient la mise en œuvre de solutions basées sur la nature (NBS) telles que les toits verts, les murs verts, les forêts urbaines, les systèmes alternatifs de gestion des eaux de pluie et l’agriculture urbaine qui représentent l’une des principales stratégies pour atténuer les risques d’inondation et l’effet d'”îlot de chaleur” dans les zones urbaines.

À cet égard, deux études de faisabilité ont été réalisées et un catalogue de 20 NBS a été produit pour illustrer les solutions durables qui peuvent être mises en œuvre dans les zones urbaines et périurbaines. Comme tous les autres résultats du projet, ceux-ci sont rassemblés dans la plate-forme Metro Adapt à l’usage des administrations locales et des citoyens ; les partenaires du projet s’efforcent également de mettre en place un réseau national et international pour encourager la reproduction du projet et renforcer les initiatives ascendantes de sensibilisation des citoyens aux questions liées au changement climatique. L’initiative MetroTeatro, une série de représentations théâtrales conçues pour expliquer les risques liés au changement climatique et communiquer la nécessité de favoriser l’adaptation des villes aux phénomènes climatiques extrêmes, en est un bon exemple.

D’autre part, la visite de suivi du projet LIFE BEWARE – coordonnée par son partenaire principal – la municipalité de Santorso (Italie) – a montré les réalisations du projet, dont l’objectif est de mettre en œuvre une stratégie d’adaptation au changement climatique et aux risques d’inondation dans les zones urbaines et rurales, en encourageant les citoyens à adopter des actions à petite échelle pour améliorer collectivement la sécurité et la résilience hydraulique de leur territoire. Partant de la conviction que l’utilisation généralisée de petites mesures hydrauliques durables et abordables – les mesures dites de rétention naturelle de l’eau (MRN) – peut générer des résultats plus significatifs que les grands projets d’infrastructure, 7 MRN pilotes ont été développées dans les municipalités de Santorso et Marano Vicentino pour favoriser la gestion durable des précipitations dans les zones urbaines et agricoles.

En outre, le projet organise plusieurs formations pour les professionnels ainsi que des ateliers, des conférences, des activités avec les administrateurs locaux, les agriculteurs et les écoles afin d’améliorer les connaissances collectives sur la gestion durable de l’eau. Enfin, pour assurer la continuité du projet et stimuler sa reproductibilité, un vaste réseau est en cours de construction grâce à la création d’une Communauté européenne d’intérêt, actuellement déjà composée de 84 entités publiques, privées et de la société civile unies par un intérêt pour le modèle d’atténuation des risques d’inondation proposé par LIFE BEWARE.

Life Metro Adapt – améliorer les stratégies et mesures d’adaptation au changement climatique dans la ville métropolitaine de Milan, financé par le Programme pour l’environnement et l’action climatique (LIFE), vise à favoriser la création d’une gouvernance commune bien structurée liée à l’adaptation au changement climatique parmi les autorités locales de la région métropolitaine de Milan ; et à produire des outils pour les autorités locales afin de mettre en œuvre des stratégies d’adaptation au changement climatique adaptées au niveau local et rentables.

Visite di controllo ben riuscite per LIFE Metro Adapt e LIFE BEWARE!

Giugno 2020 è stato un mese importante per due dei progetti di ALDA co-implementati nell’ambito del sottoprogramma LIFE Climate Action: dopo un anno e mezzo dall’inizio della loro implementazione, LIFE Metro Adapt e LIFE BEWARE hanno completato con successo (online!) la seconda visita di controllo, che presenta i risultati e il lavoro in corso, rispettivamente alla Sig.ra Yael Meroz e al Sig. Paolo Rosa-Clot, rappresentanti di NEEMO, il gruppo di controllo esterno per il programma LIFE. Hanno partecipato alla visita anche i rappresentanti tecnici e amministrativi di ciascuna organizzazione partner.

Il progetto LIFE Metro Adapt, guidato dalla Città Metropolitana di Milano (Italia), ha messo in mostra la promozione di misure a supporto dell’adattamento ai cambiamenti climatici nell’area, nonché l’aumento delle temperature e la concentrazione di forti piogge, al momento in fase di analisi. Più specificamente, il progetto sta supportando l’implementazione di soluzioni basate sulla natura (NBS) come tetti verdi, pareti verdi, foreste urbane, sistemi alternativi di gestione delle acque piovane e agricoltura urbana che rappresentano una delle principali strategie per mitigare il rischio di alluvione e il “calore isola “effetto nelle aree urbane.

A questo proposito, sono stati realizzati due studi di fattibilità ed è stato prodotto un catalogo di 20 NBS per illustrare le soluzioni sostenibili implementabili nelle aree urbane e peri-urbane. Come tutti gli altri risultati del progetto, anche questi sono raccolti nella piattaforma Metro Adapt, utilizzabile dalle amministrazioni locali e dai cittadini; anche i partner del progetto stanno lavorando per costruire una rete nazionale e internazionale per incoraggiare la replicabilità del progetto e migliorare le iniziative dal basso verso l’alto per la consapevolezza dei cittadini sulle questioni relative ai cambiamenti climatici. Un esempio appropriato è l’iniziativa MetroTeatro, un insieme di spettacoli teatrali progettati per spiegare i rischi legati ai cambiamenti climatici e per comunicare la necessità di favorire l’adattamento urbano ai fenomeni climatici estremi.

D’altra parte, la visita di controllo del progetto LIFE BEWARE – coordinata dal partner principale – il Comune di Santorso (Italia) – ha mostrato i risultati del progetto, il cui obiettivo è attuare una strategia di adattamento ai cambiamenti climatici e al rischio di alluvione nelle aree urbane e zone rurali, incoraggiando i cittadini ad adottare azioni su piccola scala per migliorare collettivamente la sicurezza e la resilienza idraulica del territorio. Basandosi sulla convinzione che l’uso diffuso di misure idrauliche di piccole dimensioni, sostenibili e convenienti – le cosiddette misure di ritenzione idrica naturale (NWRM) – possa generare risultati più significativi rispetto ai grandi progetti infrastrutturali, sono stati sviluppati 7 NWRM pilota nei Comuni di Santorso e Marano Vicentino per favorire la gestione sostenibile delle piogge nelle aree urbane e agricole.

Inoltre, è in corso l’organizzazione di diversi corsi di formazione per professionisti, nonché laboratori, conferenze, attività con amministratori locali, agricoltori e scuole per migliorare le conoscenze collettive sulla gestione sostenibile dell’acqua. Infine, per garantire la continuità del progetto e aumentarne la replicabilità, è in costruzione un’ampia rete attraverso la creazione di una Comunità europea di interesse, attualmente composta da 84 entità pubbliche, private e della società civile unite dall’interesse per il modello di mitigazione del rischio di alluvione proposto da LIFE BEWARE.

Life Metro Adapt – migliorare le strategie e le misure di adattamento ai cambiamenti climatici nella città metropolitana di Milano, finanziato dal Programme per l’Ambiente e l’Azione Climatica (LIFE), mira a favorire la creazione di una governance comune ben strutturata relativamente all’adattamento ai cambiamenti climatici tra le autorità locali dell’Area Metropolitana di Milano; e a produrre strumenti per le autorità locali per implementare strategie di adattamento ai cambiamenti climatici adattate localmente ed economicamente vantaggiose.

LIFE BEWARE – una migliore gestione delle risorse idriche per la crescita delle comunità resilienti in Europa, anch’esso finanziato dal programma LIFE, si focalizza sul raggiungimento di una strategia globale per l’adattamento ai cambiamenti climatici e al rischio di alluvione nelle aree urbane e rurali, attraverso il coinvolgimento attivo delle comunità locali della regione dell’Altovicentino, in Italia.

Успешные контрольные посещения LIFE Metro Adapt и LIFE BEWARE!

Июнь 2020 года был важным месяцем для двух из совместно осуществляемых проектов ALDA в рамках подпрограммы LIFE Climate Action: через полтора года после начала их реализации LIFE Metro Adapt и LIFE BEWARE успешно завершили (онлайн!) свой второй ежегодный визит по мониторингу, представляющий свои результаты и текущую работу соответственно г-же Яэль Мероз и г-ну Паоло Роса-Клот, представителям NEEMO, команды внешнего мониторинга для программы LIFE. Технические и административные представители каждой партнерской организации также участвовали в этом визите.

Проект LIFE Metro Adapt, возглавляемый городом Миланом (Италия), продемонстрировал продвижение мер по поддержке адаптации к изменению климата в регионе, а также повышение температуры и концентрации сильных дождей, которые он анализирует. В частности, проект поддерживает внедрение Природоохранных Решений (ПР), таких как зеленые крыши, зеленые стены, городские леса, альтернативные системы управления дождевой водой и городское сельское хозяйство, которые представляют собой одну из основных стратегий по снижению риска наводнений и эффект ”теплый остров” в городских районах.

В этом отношении были реализованы два технико-экономических обоснования и был подготовлен каталог из 20 ПР, чтобы проиллюстрировать устойчивые решения, которые могут быть реализованы в городских и пригородных районах. Как и все другие результаты проекта, они собираются в Metro Adapt Platform для использования местными администрациями и гражданами; в то время как партнеры по проекту также работают над созданием национальной и международной сети, чтобы стимулировать воспроизводимость проекта и расширять инициативы снизу вверх для информирования граждан о проблемах изменения климата. Удачным примером является инициатива MetroTeatro, набор театрализованных представлений, предназначенных для объяснения рисков, связанных с изменением климата, и для информирования о необходимости содействия городской адаптации к экстремальным климатическим явлениям.

С другой стороны, визит по мониторингу проекта LIFE BEWARE, координируемый его ведущим партнером – муниципалитетом Санторсо (Италия), продемонстрировал достижения проекта, целью которого является реализация стратегии адаптации к изменению климата и риску наводнений в городских и сельские районах, поощряя граждан принимать небольшие меры для коллективного повышения безопасности и гидравлической устойчивости их территории. Исходя из убеждения, что широкое использование небольших, устойчивых и доступных по цене гидравлических мер – так называемых Мер по Удержанию Естественной Воды (МУЕВ) – может дать более существенные результаты, чем крупные инфраструктурные проекты, 7 пилотных МУЕВ были разработаны в Санторсо и Марано-Вичентино муниципалитетах для содействия устойчивому управлению ливнями в городских и сельскохозяйственных районах.

Кроме того, проект организует несколько тренингов для профессионалов, а также семинары, конференции, мероприятия с местными администраторами, фермерами и школами для улучшения коллективных знаний по устойчивому управлению водными ресурсами. Наконец, для обеспечения непрерывности проекта и повышения его воспроизводимости создается широкая сеть посредством создания Европейского сообщества интересов, в настоящее время уже состоящего из 84 государственных, частных и общественных организаций, объединенных интересом к модели снижения риска наводнений предложенный LIFE BEWARE.

Life Metro Adapt – совершенствование стратегий и мер по адаптации к изменению климата в столичном городе Милане, финансируемых Программой действий по окружающей среде и изменению климата (LIFE), направлено на содействие созданию общего хорошо структурированного управления, связанного с адаптацией к изменению климата среди местных властей столичной области Милана; и разработать инструменты для местных органов власти для реализации на местном уровне экономически эффективных стратегий адаптации к изменению климата.

LIFE BEWARE – Лучшее управление водными ресурсами для развития устойчивых сообществ в Европе, также финансируемое Программой LIFE, направлено на достижение глобальной стратегии по адаптации к изменению климата и риску наводнений в городских и сельских районах посредством активного участия местных сообществ в районе Альтовицентино, в Италии.

Uspešne monitoring posete u okviru projekata “LIFE Metro Adapt” i “LIFE BEWARE”!

Jun 2020. bio je važan mesec za dva ALDA projekta koja su realizovana u okviru podprograma “LIFE Climate Action” : nakon godinu i po dana od početka njihove implementacije, “LIFE Metro Adapt” i “LIFE BEWARE” uspešno su završili (online!) drugu godišnju monitoring posetu, u kojoj su predstavili njihove rezultate i kontinuirani rad, odnosno rad gđe Jael Meroz i g. Paola Rosa-Klota, predstavnika NEEMO-a, eksternog tima za praćenje LIFE programa. Poseti su prisustvovali i tehnički i administrativni predstavnici svake partnerske organizacije.

Projekat “LIFE Metro Adapt” koji predvodi grad Milano (Italija), bavi se promocijom mera adaptacije klimatskim promenama u toj oblasti, kao i povećanje temperature i koncentracija obimnih padavina. Tačnije, projekat podržava implementaciju rešenja zasnovanih na prirodi (NBS – Nature-Based Solutions), poput zelenih krovova, zelenih zidova, urbanih šuma, alternativnih sistema upravlјanja kišnicom i urbane polјoprivrede koji predstavlјaju jednu od glavnih strategija za ublažavanje rizika od poplava i efekta „ostrva toplote“ u urbanim sredinama.

U tom smislu, dve studije izvodlјivosti su realizovane i katalog 20 NBS-ova koji su proizvedeni da ilustruju održiva rešenja koja se mogu primeniti u urbanim i polu-urbanim oblastima. Kao i svi drugi rezultati projekta, i ovi se prikuplјaju u Metro Adapt platformi za korišćenje od strane lokalnih uprava i građana; dok projektni partneri takođe rade na izgradnji nacionalne i međunarodne mreže kako bi podstakli repliciranje projekta i pobolјšali inicijative odozdo prema gore za svest građana o pitanjima klimatskih promena. Dobar primer je MetroTeatro inicijativa, kao skup pozorišnih predstava osmišlјenih da objasne rizike povezane sa klimatskim promenama i da opišu potrebu za podsticanjem urbanog prilagođavanja ekstremnim klimatskim pojavama.

Sa druge strane, monitoring poseta projekta “LIFE BEWARE” – u koordinaciji njenog vodećeg partnera – opštine Santorso (Italija) – pokazala je dostignuća projekta, čiji je cilј primena strategije za prilagođavanje klimatskim promenama i riziku od poplava u urbanim i ruralnim područjima, podstičući građane da preduzimaju manje akcije kako bi kolektivno pobolјšali sigurnost i hidrauličku otpornost svoje teritorije. Na osnovu verovanja da široka upotreba malih, održivih, pristupačnih hidrauličnih mera – takozvane prirodne mere zadržavanja vode (NWRM – Natural Water Retention Measures) – mogu da daju značajnie rezultate od velikih infrastrukturnih projekata, a 7 pilot NVRM-ova razvijeno je u Santorso i Marano Vićentino opštinama za podsticanje održivog upravlјanja padavinama u gradskim i polјoprivrednim oblastima.

Pored toga, projekat organizuje nekoliko treninga za profesionalce, kao i radionice, konferencije, aktivnosti sa lokalnim administratorima, polјoprivrednicima i školama za pobolјšanje kolektivnog znanja o održivom upravlјanju vodama. Konačno, da bi se osigurao kontinuitet projekta, stvara se široka mreža Evropske zajednice koju trenutno čine 84 javna , privatna i građanska društva ujedinjena zajedničkim interesom za model ublažavanja poplava, modelom predloženim kroz projekat “LIFE BEWARE”.

Life Metro Adapt – unapređenje strategija i mera za prilagođavanje klimatskim promenama u gradu Milanu, finansiranim je iz programa za zaštitu životne sredine i klime (LIFE), a ima za cilј da podstakne stvaranje zajedničke dobro strukturirane uprave lokalnih vlasti grada Milana, vezane za prilagođavanje klimatskim promenama i da proizvedu alate za lokalne organe za implementaciju strategija prilagođavanja klimatskim promenama.

LIFE BEWARE – bolje upravljanje vodama za unapređenje otpornih zajednica u Evropi, koje se takođe finansira iz programa “LIFE”, fokusira se na postizanje globalne strategije za prilagođavanje klimatskim promenama i riziku od poplava u urbanim i ruralnim sredinama, kroz aktivno uklјučivanje lokalnih zajednica oblasti Altovićentino u Italiji.

 اكتسى شهر جوان (حزيران) 2020 أهمية كبرى بالنسبة لمشروعين مشتركين تتولى ألدا إدارتهما في إطار البرنامج الثانوي لنشاط لايف المناخي: بعد مرور سنة ونصف على انطلاق تنفيذهما, نجح مشروعا لايف مترو أدابت (LIFE Metro Adapt ) و لايف بوار(LIFE BEWARE ) في اتمام (بواسطة شبكة الإنترنت) زيارة المراقبة السنوية الثانية وتقديم نتائج الزيارة والعمل المتواصل إلى كل من السيدة يائيلميروزوالسيدباولوروزاكلو, تباعا, وممثلي نيمو (NEEMO), وفريق المراقبة الخارجي  لبرنامج لايف. ساهم في هذه الزيارة كذلك كل من الممثلين التقنيين والإداريين من المنظمات الشريكة.

في هذا السياق, تم إنجاز عدد 2 دراسة جدوى ودليل 20 للحلول المعتمدة على الطبيعة بهدف تجسيم الحلول المستدامة التي يمكن تطبيقها في المناطق الحضرية وشبه الحضرية. تماما مثل ما هو الشأن لكافة مخرجات المشروع الأخرى, يتم جمع هذه الحلول داخل منصة Metro Adapt ثم اسهغلالها من قبل الإداريين والمواطنين المحليين, في حين يتكفل شركاء المشروع بتحسين مستوى السلامة والتأقلم مع الموارد المائية داخل منطقهم الترابية. إنطلاقا من الرأي السائد بأن التنفيذ الموسع للاجراءات المائية على مستويات محدودة ومستدامة وبتكلفة معقولة – ما يعرف باسم اجراءات الحفاظ على موارد المياه الطبيعية – يمكنها تأمين نتائج أفضل من مشاريع البنية التحتية الضخمة, تم اعتماد عدد 7 مشاريع نموذجية حول اجراءات الحفاظ على موارد المياه الطبيعية في بلديتي كل من سنتورسو ومرانو فيشانتينو وذلك بهدف تعزيز منظومة الإدارة المستدامة لمياه الأمطار في المناطق الحضرية والزراعية.

إضافة إلى ذلك, يتولى القائمون على المشروع تنظيم العديد من الدورات التدريبية لفائدة المهنيين وإقامة ورش العمل والمحاضرات والأنشطة مع الأطراف المحلية بارساء شبكة وطنية ودولية تشجع على استنساخ نفس المشروع في مناطق أخرى وتشجيع المبادرات, المقترحة من الأسفل إلى الأعلى, لتعزيز التوعية لدى أصحاب المصلحة بأهمية الاعتناء بمسائل التغيرات المناخية. في سياق متصل, يمكن ذكر المثال الهادف حول مبادرة متروتياترو(MetroTeatro), وهي عبارة عن جملة من العروض المسرحية صممت لتسليط الأضواء على المخاطر المتعلقة بالتغيرات المناخية وإبرازالحاجة إلى التواصل الملائم للتشجيع على التأقلم الحضري مع الظواهر المناخية القصوى.

من ناحية أخرى, مكنت زيارة المراقبة في إطار مشروع LIFE Metro Adapt – التي تتم بالتنسيق مع الشريك في الشمروع- بلدية سانتورسو (إيطاليا) – من إبراز النتائج الحاصلة في إطار المشروع والتي تهدف أساسا إلى تنفيذ استراتيجية التأقلم مع التغيرات المناخية وضرورة التوقي من مخاطر الفياضانات في المناطق الحضرية والزراعية, إضافة إلى تشجيع المواطنين على اعتماد أنشطة صغيرة الحجم تمكن كلا من الإداريين والمزارعين والمدرسين من تحسين المعرفة المشتركة حول منظومة الإدارة المستدامة للموارد المائية. وأخيرا, يهدف المشروع إلى توضيح طريقة استدامته ومضاعفة امكانية استنساخه في مناطق أخرى, وذلك من خلال الشبكة الموسعة التي يتم بعثها بواسطة مجموعةمصلحةأوروبية, تتركب حاليا من عدد 84 وحدة تنتمي إلى القطاع العام والقطاع الخاص والمجتمع المدني وتجمعها روح الحرص على الحد من مخاطر الفياضانات كما هو مقفترح في إطار مشروع لايف بوار (LIFE BEWARE).

 يهدف  Life Metro Adapt – تعزيز استراتيجيات واجراءات التأقلم مع التغيرات المناخية في مدينة ميلانو المتروبولية, الذي يتم ت من برنامج البيئة والتدخل المناخي (LIFE), إلى تعزيز المبادرة الداعية إلى بعث منظومة حوكمة مشتركة ومهيكلة وتعتمد على التأقلم مع التغيرات المناخية بين السلطات المحلية في المنطقة المتروبولبة بمدينة ميلانو, وكذلك إلى توفير الأدوات الضرورية التي تمكن السلطات المحلية من تنفيذ استراتيجيات التأقلم مع التغيرات المناخية تكون مقبولة على المستوى المحلي ومجدية من ناحية الفاعلية.

La programmazione europea 2021-2027: un bilancio come motore della ripresa dal Covid-19“: questo il tema del workshop gratuito di 4 ore che StudioCentroProgetti srl, Centro Produttività Veneto e ALDA terranno venerdì 24 luglio 2020, dalle ore 16 alle ore 20, presso la sede vicentina di ALDA al primo piano di viale Milano 36.

Con il patrocinio della Regione Veneto, il workshop includerà un’introduzione al progetto “Saggi trasmettitori di successo” e un’occasione di networking a lato del laboratorio intensivo al cuore dell’evento, tenuto dal formatore esperto di ALDA Marco Boaria, sulle nuove opportunità europee per imprese e professionisti con un focus sulla ripresa.

Per rispondere alle conseguenze economiche e sociali della pandemia di Covid-19, infatti, il 27 maggio 2020 la Commissione Europea ha proposto un bilancio a lungo termine che comprende uno strumento di emergenza per la ripresa, Next Generation EU, inteso a contribuire e riparare i danni immediati causati dalla pandemia di Covid-19.

Il workshop ha l’obiettivo di presentare tali strumenti, aiutando i partecipanti ad orientarsi e prepararsi alle nuove sfide per essere pronti, in tempo utile, a contribuire alla suddetta ripresa, anche con il supporto dei nuovi fondi previsti per il periodo 2021-2027.

Lunedì 20 luglio 2020, dalle ore 20, presso il Faber Box del Comune di Schio si terrà un incontro pubblico per dare nuova vita ai Consigli di Quartiere del Comune vicentino di circa 40.000 abitanti.

ALDA supporta il Comune in questo processo partecipativo in preparazione alle elezioni del 15 novembre 2020 per il rinnovo dei Consigli di Quartiere, associazioni da sempre sostenute dall’Amministrazione Comunale che agiscono per finalità sociali, culturali, sportive, ricreative e solidali, per il bene della comunità e del quartiere che rappresentano. Inizialmente in programma per lo scorso 10 maggio, le elezioni dei rappresentanti delle sette aree scledensi in cui viene suddiviso il territorio cittadino erano state posticipate a causa dell’emergenza sanitaria.

“Non c’è città senza comunità, e non c’è comunità senza la partecipazione attiva dei suoi abitanti!“, incalza il sito del Comune; “IL QUARTIERE COMINCIA DA TE!”.

We have a new logo! In the occasion of our 20th anniversary, we decided to make sure that our looks be fully representative of the Association as it is today, of its work, core values and key messages.

Hence, to begin with, the lowercase as a metaphor for our proximity and attention to each person and to their experience: alda* is for the citizen! Then, the asterisk: a small but significant symbol that serves as connection with words and worlds, topics and thoughts, just like the Association wishes to do. And one asterisk referring to another asterisk forms a line, a visual path, just like the work that alda* does on European territory and beyond – as a community of communities.

Last but not least, a reassurance for those who may feel nostalgic of the blue in the old logo, as the official “negative” of the logo features white writing, yellow asterisks and a perfectly blue background, in recognition of the Association’s origins and of its structural, important ties with the European Union and its institutions.

The month of July has kicked off with Germany taking over the presidency of the Council of the EU for the 13th time, from July 1st to the end of 2020: in the framework of ALDA’s commitment to raising citizens’ awareness on European institutions and their work, we wish to dedicate some attention to what this moment means for the European Union and its civil society.

With a recovery plan to discuss, the approval of the new 7-year Multiannual Financial Framework (MFF) for 2021-2027, and the growing difficulties that many EU countries are currently going through, this is undoubtedly a delicate moment where the next six months could be determinant. Indeed, Europe is arguably facing the biggest economic, social and health crisis in its modern history.

Now, after the work done by the Croatian EU Presidency to tackle such crisis on its onset, the metaphorical baton goes to Germany, which will have a lot on its plate to coordinate the Member states in a coordinated, effective response.

With this in mind, the German EU Presidency has presented a detailed programme to work “together for Europe’s recovery enlightened by the following guiding principles:

  • overcoming the COVID-19 pandemic permanently, as well as the economic recovery
  • a stronger and more innovative Europe
  • a fair Europe
  • a sustainable Europe.

ALDA couldn’t support such principles more, and joins the EESC and its President Luca Jahier in being “ready to contribute to the work of the German presidency and to ensure the voice of Europe’s civil society is heard during these most dramatic and crucial times for Europe and its future“. Together, we can make it!

Despite the undeniable difficulties brought about by the ongoing Covid-19 crisis, it is a great honour for me to present the ALDA activity report 2019, this year perhaps with even more satisfaction than usual. 

The European Association for Local Democracy is approaching its 20th anniversary, and we couldn’t be more excited for this upcoming milestone which further consolidates the Association’s relevance and influence in the enlarged Europe“, are the first few welcoming words of ALDA President Oriano Otočan at the very beginning of the ALDA Activity Report 2019.

The last 12 months have witnessed a whirlwind of concrete ALDA actions and initiatives which quite simply went over and beyond in support of active citizenship and participatory democracy: beyond all set geographic limits; beyond expectations; beyond all usual project horizons“.

Indeed, our wish and invitation for all ALDA members, networks, partners and friends in this particular and special times is to join us in this journey through the past year, carefully collected in a little over 80 pages of dedicated activities.

From a summary of 2019 in images to an overview of ALDA’s worldwide presence and a solid presentation of the Association’s work in the field, all the way to our action in 5 Ps, behind the scenes activities and ways to get involved, the ALDA Activity Report serves as a reminder both of wonderful outcomes, successes, and achievements; and of what’s still to be done and worked on – our goals for the present and the upcoming future.

Of course, it couldn’t be better complemented than by the Local Democracy Agencies’ Activity Report 2019, where the now 15 LDAs and 3 Operational Partners showcase the geographic and cultural width of their crucial, relentless contributions to the cause.

In the words of ALDA Secretary General Antonella Valmorbida: “the challenging times we are living in call for our work to be more efficient and effective than ever before […] It’s [about] the vision we want for each of the ALDA local communities: a vision of local democracy“.

Rapports d’activité de l’ALDA et des ADL 2019, en vue de l’ALDA 2020 ! 

“Malgré les difficultés indéniables engendrées par la crise actuelle du Covid-19, c’est un grand honneur pour moi de présenter le rapport d’activité 2019 de l’ALDA, cette année peut-être avec encore plus de satisfaction que d’habitude.

L’Association Européenne pour la Démocratie Locale approche de son 20ème anniversaire, et nous ne pourrions pas être plus enthousiastes pour cette prochaine étape qui consolide encore plus la pertinence et l’influence de l’Association dans l’Europe élargie”, sont les premiers mots d’introduction du Président de l’ALDA, Monsieur Oriano Otočan, qui précèdent le rapport d’activité 2019 de l’ALDA.

“Les 12 derniers mois ont été témoins d’un tourbillon d’actions et d’initiatives concrètes de l’ALDA qui ont tout simplement dépassé les limites de la citoyenneté active et de la démocratie participative : au-delà de toutes les limites géographiques fixées, au-delà des attentes, au-delà de tous les horizons habituels des projets”.

En effet, notre souhait et notre invitation envers tous les membres, réseaux, partenaires et amis de l’ALDA en ces temps particuliers et extraordinaires est de nous rejoindre dans ce voyage à travers l’année écoulée, soigneusement rassemblé dans un peu plus de 80 pages d’activités dédiées.

D’un résumé de 2019 en images à un aperçu de la présence de l’ALDA dans le monde et à une solide présentation du travail de l’Association sur le terrain, en passant par notre action en “5 Ps”, les activités en coulisses et les moyens de s’impliquer, le rapport d’activité de l’ALDA sert à la fois de remémoration des merveilleux résultats, succès et réalisations ; et de rappel de ce qui reste à construire et à réaliser – nos objectifs pour le présent et pour le futur proche.

“Nonostante le innegabili difficoltà causate dall’attuale crisi del Covid-19, è un grande onore per me presentare il report delle attività di ALDA del 2019, quest’anno forse con ancora maggiore soddisfazione del solito.

Il 20° anniversario dell’Associazione Europea per la Democrazia Locale è vicino e non potremmo essere più entusiasti di questa imminente pietra miliare, che consolida ulteriormente la rilevanza e l’influenza dell’Associazione nell’Europa allargata”, sono le prime parole introduttive del presidente di ALDA Oriano Otočan all’inizio del report delle attività di ALDA del 2019.

“Gli ultimi 12 mesi sono stati testimoni di un vortice di azioni e iniziative concrete di ALDA, a sostegno della cittadinanza attiva e della democrazia partecipativa, e sono andate oltre tutti i limiti geografici; oltre le aspettative; oltre tutti i consueti orizzonti di progetto”.

“Несмотря на неоспоримые трудности, вызванные продолжающимся кризисом Covid-19, для меня большая честь представить отчет о деятельности ALDA за 2019 год, возможно, в этом году с еще большим удовлетворением, чем обычно. Европейская ассоциация местной демократии приближается к своему 20-летнему юбилею, и мы очень взволнованы этой предстоящей вехой, которая еще больше укрепляет значимость и влияние Ассоциации в расширенной Европе”, – этими словами приветствует президент ALDA Ориано Оточана в самом начале отчета о деятельности ALDA 2019.

“За последние 12 месяцев был отмечен вихрь конкретных действий и инициатив ALDA, которые просто вышли за рамки поддержки активной гражданственности и демократии участия: за пределами установленных географических ограничений, за пределами ожиданий, за пределами всех обычных проектных горизонтов”.

Izveštaji o aktivnostima ALDA-e i LDA za 2019, u susretu ALDA-i 2020!

“Uprkos nespornim poteškoćama do kojih je dovela trenutna Covid-19 kriza, velika mi je čast što ću predstaviti izveštaj o aktivnostima ALDA-e za 2019. godinu, možda sa još većim zadovolјstvom nego inače. 

Evropska asocijacija za lokalnu demokratiju bliži se svojoj dvadesetogodišnjici, a mi ne možemo biti uzbuđeniji zbog ove nadolazeće prekretnice koja dodatno učvršćuje važnost i uticaj asocijacije u Evropi”, ovo su bile pozdravne reči predsednika ALDA-e Oriana Otočana na samom početku ALDA izveštaja o aktivnostima za 2019. godinu.

“Poslednjih 12 meseci svedoci smo velikog broja konkretnih akcija i inicijativa ALDA-e koje su i nadilazile podršku za aktivno građanstvo i participativnu demokratiju: izvan svih postavlјenih geografskih ograničenja; iznad očekivanja; izvan svih uobičajenih horizonata projekata”.

Zaista, naša želјa i poziv svim članovima, mrežama, partnerima i prijatelјima ALDA-e u ovom posebnom vremenu je da nam se pridruže na ovom putovanju iz protekle godine, pažlјivo evidentiranom na nešto više od 80 stranica opisanih aktivnosti.

Od rezimea 2019. u slikama do pregleda prisutnosti ALDA-e u svetu i solidnog predstavlјanja rada asocijacije na terenu, sve do naše akcije u “5 P”, aktivnosti iza kulisa i načinima za priključivanje aktivnostima, ALDA izveštaj o aktivnostima služi kao podsetnik na predivne ishode, uspehe i dostignuća; i o onome šta još treba učiniti I kako raditi na našim cilјevima za sadašnjost I budućnost.

On July 6th-7th, 2020, the EPIC project convened its second Steering Committee meeting, led by EPIC project coordinator Dolinda Cavallo with the participation of representatives from the whole consortium.

The 2-day online exchange aimed to analyze and evaluate the work achieved during the first six months of project implementation, and to define the upcoming steps of the project.

The first day was launched with a short introduction from the project coordinator, as representative of ALDA as lead partner of the project, regarding EPIC’s latest accomplishments and updates; followed by a presentation by Dr. Giovanna Astolfo, of the Bartlett DPU, about the ongoing surveys and research.

The meeting also served as a round table to discuss the next steps for the project: EPIC partners will next meet in Madrid in October 2020 for an in-depth collective brainstorming on what integration services particularly need improving through the job-shadowing activity. In connection to this, ADL-Z presented how this phase of matchmaking will be structured; and, finally, AEIDL – the partner in charge of the communication activities – explained the latest updates concerning the project website, which will be ready soon! During the second day, and following another quick overview of project updates by the project coordinator, the meeting then focused on financial questions and on communication and monitoring issues.

All EPIC partners were actively engaged in the meeting, noted the significant achievements of the project in its first semester and came to a unanimous agreement on how to proceed in the next few months. As lead partners of the project, we are grateful and honoured for their important contributions as part of the consortium, and very much looking forward to keeping the good work up! Funded by the European Union’s Asylum, Migration and Integration Fund (AMIF) programme and coordinated by ALDA, the European Platform of Integrating Cities (EPIC) project aims to create a network of Local Authorities and NGOs to share knowledge and best practices for TCNs’ integration.

Covid-19 certainly didn’t stop the third annual event of the European Migrants Entrepreneurship Network (EMEN) project! On the contrary, in the month of June the EMEN Consortium hosted a series of four webinars on the subject of “unlocking diversity”, where each webinar analysed the way diversity specifically contributes to the development of new businesses and to the better inclusion and integration of vulnerable groups into society and cities. In the particular context of Covid-19, this was also a time to reflect on the capacities of migrant entrepreneurs to overcome crises.

The topic of the first webinar was Access to finance in times of crisis, which highlighted inclusive finance, new types of financing such as crowdfunding, the involvement of different stakeholders in businesses, and help from public authorities -especially the European Union- as key solutions for the development and success of migrant entrepreneurs.

The second webinar then focused on Resilience of diverse cities and communities in times of crisis. Unlocking diversity is a pathway to inclusion and integration, a way to reduce inequalities and a contribution to everyone’s quality of living: the intervention of our Secretary General Antonella Valmorbida on the topic revealed that local authorities are the real engine in providing the needed answers to their communities as well as in addressing difficulties and social challenges. By presenting projects implemented by ALDA that aim to foster diversity and promote inclusion at the local level, she highlighted that the synergies between local authorities and civil society should be even more enhanced, as reflected in the very core of ALDA’s mission: the strengthening of the resilience of local communities and the promotion of diversity. The third session in the series, in turn, brought attention to the essence of migrant entrepreneurship and business associations. Panelists demonstrated that inclusive entrepreneurship contributes to social inclusion and gives all people an equal opportunity to start and generate businesses. Today, it’s time for institutions and public authorities to re-imagine and rethink migrant entrepreneurs development and integration through the establishment of a new and more inclusive entrepreneurship framework.

Finally, the series came to an end with a discussion on Corporate Social Responsibility support in times of crisis. Corporate Social Responsibility, i.e. the responsibility of enterprises for their impacts on society, means choosing continuous improvement and inclusiveness of various issues to have a more positive impact on stakeholders, society and the environment on a regular basis; it is, thankfully, an increasing practice in the business field as well as a great way to meet tomorrow’s challenges – from environmental issues to social inequalities, diversity and digitalization.

All four webinars invited civil society, classical businesses and public authorities to think about how migrants can be supported in order for them to develop new activities and be integrated in their host society, and many encouraging solutions were proposed. Unlocking diversity is a beautiful human adventure that is worth the effort! The series aptly mirrors the engagement of the EMEN Consortium in creating a European network of organisations to support the economic integration of migrant entrepreneurs through the implementation of three Communities of Practice, i.e. coaching and mentoring; access to finance; and professionalisation of migrant entrepreneurs’ associations.

EMEN – European Migrants Entrepreneurship Network: crossing borders for financial and business development services is a 3-year project within the COSME programme with a 12-partner Consortium which works on developing, sharing and promoting support schemes for individual migrant entrepreneurs and for social and inclusive enterprises benefitting migrants.

Launched in March 2020 in spite of the difficult situation, the Kyrgyzstan-based Media Dialogue project is relentlessly proceeding with its implementation; July 3rd 2020 marked another crucial step towards the project goals, as an online event was organized to officially sign grant agreements with the four pre-selected grant winners, i.e.

  2. Radio Salam Kyrgyzstan (Daanazat)
  3. Promedia Plus
  4. The TV1KG TV channel.

Beating 23 other applications that ALDA had received as part of the call for proposals it launched in April, in fact, each of these four finalist organizations will now receive up to 30,000 euro, as stipulated with this official signing of the grant agreements.

We are glad that we started to explore the region with Kyrgyzstan because, despite all the recent challenges, it remains one of the most democratic country in this part of the world”, stated ALDA Secretary General Antonella Valmorbida referring to the project being the first for ALDA in Central Asia. Indeed, in the past few years Kyrgyzstan experienced a good amount of political turmoil, going through revolutions in 2005 and 2010 that led to changes in the country’s leadership and to ethnic violence in the south, eventually culminating in a constitutional referendum in 2010 that reduced presidential powers and established a parliamentary system.

As expressed by Eastern Partnership & Central Asia Coordinator Alexandru Coica, “It is truly inspiring for us to see such interest [the 27 applications for the grants] because we know how challenging the current situation is for media institutions. Apart from the global pandemic situation, the local media are also affected by recent legislative initiatives that tend to negatively affect freedom of expression, access to information and media independence“.

Indeed, Media Dialogue effectively wants to provide conflict prevention and mitigation tools ahead of the 2020 elections to avoid the repetition of past crises, and aims to do so by strengthening the capacity and responsibility of media actors to operate as drivers of democracy. To reach this goal, on the one hand the project wants to improve the legal environment affecting the media sector in Kyrgyzstan, so that the environment abides by international freedom of expression standards; on the other hand, it will help media actors play a stabilisation role as reliable relays of information and democratic watchdogs during the 2020 electoral cycle.

Hopefully, Dr. Valmorbida added, this will be just the beginning of a fruitful cooperation with an increasing number of local partners: “ALDA is interested not only in establishing working relationships with its grantees, but also a truly constructive and long-term partnership”. On July 3rd, 2020 ALDA and Children of Armenia Fund (COAF) signed a grant agreement within the framework of the “Citizens’ Voice and Actions on Local Development in Consolidated Communities in Armenia” project. Though ALDA couldn’t physically be in Yerevan for the ceremony, the Association was well represented by the lead partner of the project consortium in the person of Abraham Artashesyan,Deputy Chairman of the Communities Finance Officers Association (CFOA).

COAF’s mission is to foster sustainable development in rural communities through the activation and utilization of resources. The development of tourism and hospitality allows for significant economic growth. There is a big bunch of natural and man-made opportunities in the Lori region, the literate and innovative emphasis of which will lead to unprecedented growth in the tourism sector”, stated COAF Managing Director Korioun Khatchadourian.

The Fund’s competitive and multi-field project is one of the two winning programmes out of the dozens of worthy applications for sub-grants that were received and will be geared towards fostering the growth of tourism and outdoor activities in the Lori region by maximising the resources of the COAF SMART Center and the Visitor Center by COAF.

The experience of COAF in the sphere of tourism in the Lori region, with the components of its capacity-building, tourism development, and involvement of young people, is truly valuable for us. The opportunities and resources that COAF will invest in the grant program will enable us to achieve our goals in a faster and more efficient way” explained Mr Artashesyan.

The larger goal of the project is to enhance the capacity of communities of Armenia in designing and implementing people-centered and sustainable local development projects, with the first component of the partnership targeting the capacity-building of locals from four nearby communities in the fields of entrepreneurship and hospitality services; while the second component of the project focuses on raising awareness on existing tourism activities and services in the Lori Region through COAF’s Visitor Center, located at the crossroad connecting the Armenia-Georgia highway with the inter-community road leading right to the COAF SMART Center.

Due to the restrictions imposed by COVID-19, the implementation of the educational component will shift to spring 2021, but the acquisition of travel information materials and equipment is already underway. ALDA is excited for the project to keep evolving and grateful for this occasion to be more and more active in Armenian local communities!

“Citizens’ Voice and Actions on Local Development in Consolidated Communities in Armenia” is a 3-year project implemented by ALDA, CFOA and the Union of Communities of Armenia (UCA) with the support of the European Union.

In due completion of our ALDA 20th anniversary webinar series in celebration of ALDA’s 20 years of activity for local democracy, on Wednesday, July 15th 2020 at 2 pm CEST we will be honoured to open one last panel revolving on the Mediterranean area and its sustainable cities.

ALDA’s engagement in the Mediterranean has strengthened in various ways and shapes in the past few years, one of the most significant projects undertaken in 2020 being AUTREMENT, in the framework of DG DEVCO’s programme “Local authorities: partnerships for sustainable cities”. The project’s general objective is to promote a sustainable urban development in Kairouan and Mahdia (Tunisia) and therefore to ameliorate both the citizen’s quality of life and the touristic and economic attractiveness of those cities.

With this in mind, the webinar will see the introductory and conclusive speeches of ALDA President Oriano Otočan and ALDA Secretary General Antonella Valmorbida, followed by the reflections of an expert panel moderated by ALDA Coordinator for the Mediterranean area Giulia Sostero to analyse the topic.

The Strasbourg Municipality (Sandrine Millet & Maxime Ammendolea), AUTREMENT project leader, will contribute on its engagement in the field, and on an overview of the AUTREMENT project itself. The Mayor of Kairouan (Tunisia), Radhouene Bouden, will then bring forth its city’s commitment to sustainable development and give an overview on the expected impact of the project. On its part, ASIMA Tunis, led by MedCities (Josep Canals I Molina) and also financed under the DG DEVCO “Local authorities: partnerships for sustainable cities” programme, aims to reinforce the urban planning of Tunis in its metropolitan dimension, favouring multi-level governance systems around a concertized and participative city.

We recently told you about it. In fact, the AUTREMENT Project – Urban and Territorial Planning to Reinvent Mobilities and Engage Tunisian Citizens – officially started on June 1st of this year, in a very unique way, as the world was gently getting out of the lockdown.

The project is the result of a partnership between local authorities of the cities of Strasbourg (France), Kairouan and Mahdia (Tunisia) and ALDA, with the support of the European Union. It aims at coping with something more topical than ever – sustainable urban mobility and planning – for a period of two and a half years. The municipalities of both cities, Kairouan and Mahdia, which is located about 100 km from Kairouan, will work together with a large consortium of civil society organisations, including ALDA, the CODATU Association and the CEREMA research centre. The project will, in addition, rely on the expertise and local roots of the Local Democracy Agency Tunisia.

The initiative is made up of several micro-projects (7 in Kairouan and 3 in Mahdia) to renovate and better develop both cities at the local and urban level, which had been previously identified by the municipalities through citizen consultations and are meant to long-term improve the daily lives of Tunisians by continuing to engage and mobilise them for their city.

Despite the unusual circumstances dictated by the COVID-19 pandemic crisis, all the stakeholders involved in the AUTREMENT Project have already started working on it ahead of the official project launch, which is expected by the fall of this year.

In the framework of our ALDA 20th anniversary webinar series on the 4 main geographic areas of ALDA operation, on Thursday, July 9th at 2 pm CEST we will convene online with a focus on the European context.

In consideration of the impact that the Covid-19 state of emergency had and is still having on the rule of law and EU fundamental rights, the webinar will conduct a reflection on the current situation in Europe and for European democracy.

Alongside the introductory and conclusive speeches of ALDA President Oriano Otočan and ALDA Secretary General Antonella Valmorbida, more specifically, Mattia de Grassi will describe the departing point of democracy in the post Covid-19 recovery-plan on behalf of EU Commission Vice-President Dubravka Suica.

The discussion will then be moderated by ALDA Head of Secretary General Office Francesco Pala and animated by a multi-stakeholder panel:

Gilles Pelayo (Head of Unit of the programme Europe for Citizens, Education, Audiovisual and Culture Executive Agency – EACEA) will discuss the Europe for Citizens programme and its future in the next programming period; Giovanni Allegretti (planner and senior researcher at the Centre for Social Studies of the Coimbra University, Portugal) will bring his contribute on participatory budgeting and local democracy; and Assya Kavrakova (Executive Director – European Citizen Action Service – ECAS) will present the crucial role of digitalization in democracy.

As part of ALDA’s 20th anniversary webinar series, on Wednesday July 8th, 2020 at 10:30 am CEST we will be focusing on the Eastern Partnership as one of the four main areas of ALDA activity.

While there was some scepticism when the programme was launched a decade ago, the Eastern Partnership has effectively filled a vacuum in terms of dialogue and of providing the eastern neighbours with a prospect of closer integration with the EU, and there is relative optimism from the EU’s side that the EaP is there to stay in one form or another.

Together with our high-level panelists, we will aim to explore what major changes shall be expected in the EU – EaP relations in the next decade; how EaP member countries should act to get most out of this Partnership; in what way ordinary citizens benefited of EaP framework in the past 10 years and how/if they will benefit in the future; and what local authorities shall do to be more involved in the implementation of the EaP agenda.
